Xoserve were the central data service provider for the UK gas market, providing services to gas transporters, gas shippers but most importantly UK gas suppliers until RECCo took over the processes in 2021. Xoserve maintained the centralised register of gas information and gas flows , enabling all gas parties to communicate effectively. They also governern the rules which had to be followed in obtaining and retaining gas customers. Central to that was the Supply Point Administration Agreement (SPAA).
The Supply Point Administration Agreement (SPAA) defines operational conditions between UK gas suppliers and transporters.
It is a condition of your gas supply licence to comply with SPAA, and the agreement is governed by RECCo.
The SPAA is designed to provide governance around important supplier-to-supplier procedures not covered by existing agreements.

A Gas Shipper is the industry party that contracts with gas pipeline owners to transport gas through the UK gas network. UK gas supply businesses require a partnership with a gas shipper or qualify as a gas shipper themselves.
