Energy Suppliers who have failed to become DCC users issued final orders by Ofgem

Five energy supply companies have been barred from taking on new customers after the energy regulator Ofgem issued final orders until they become Data Communications Company users.

Banned from taking on new customers

The push towards smart meters means that all energy suppliers were required to be DCC users from November 25, 2017, and new entrants are required to use the DCC after exiting the Controlled Market Entry process.

What is the DCC?

In January, Ofgem first announced that it was consulting on issuing the final orders to nine energy suppliers, giving them a deadline until March 31st to become compliant.

However, since the issuing of the notice three of the nine suppliers (Ampower Ltd, Green Supplier Limited, UK National Gas Ltd) have become compliant and will not be issued with final orders.

The suppliers that failed to comply and that have received the final orders were Daligas Limited, Enstroga Ltd, Entice Energy Supply Limited, Euston Energy Ltd (Northumbria Energy) and Symbio Energy Limited. They will be banned from taking on any new customers until they become compliant.

Why the DCC?

If an energy supplier isn’t a DCC user then its customers that possess a DCC connected smart meter and who switch to a non-compliant supplier will see their smart meter lose its functionality.

In effect, the smart meter will revert to a ‘dumb’ state resulting in customers having to manually provide meter readings.

Under the rules, all energy suppliers must demonstrate that they’ve taken all reasonable measures possible to provide smart meters to their small business and domestic customers.

The deadline to do so is the end of 2020.

“Suppliers are required to take all reasonable steps to roll out smart meters to all their domestic and small business customers by the end of 2020. If these suppliers continue to fail to become DCC users in accordance with the final orders, Ofgem will consider further enforcement action, which could result in their licences being revoked,” said Ofgem.
